Role Summary 

The Ebola Health Coordinator will oversee all technical aspects of Medair’s Ebola response in DR Congo. Reporting to the Ebola Projects Coordinator, and closely coordinating with Medair’s in-country Health and Nutrition Advisor, the Ebola Health Coordinator will represent Medair at a senior level in all technical Ebola coordination meetings, reporting back to relevant internal stakeholders ensuring Medair is strategically positioned. The job-holder will provide technical oversight to Ebola-related activities in Medair-supported health facilities and Ebola Treatment centres in Ituri and Nord Kivu Provinces, working with specialist staff to ensure that health facility staff are adequately trained and Ebola protocols are strictly observed.  

Project Overview 

Medair is significantly scaling up its programming in DR Congo in response to the recent Ebola outbreak. Medair is implementing specific pillars of the response to the outbreak, including Infection Prevention control, Case Management, Surveillance, Risk Communication and Community Engagement and Mental Health/ Psychosocial Support.   

Workplace & Conditions 

Bunia, Ituri province, with regular travel to Beni and Butembo, Nord Kivu Province.

Responsibilities:  

External Representation: Take a lead in external coordination with other partners involved in the Ebola response, including representing Medair at high-level meetings. Develop and maintain relationships with key stakeholders.

Technical programme management: strategic and overall technical supervision to ensure successful implementation of the Ebola response. Share best practices for Ebola response across different Medair bases.  

Technical capacity building and supervision of Medair’s staff and health facility workers on Ebola protocols.  

Ebola Preparedness: Coordinate with managers of Medair’s “routine” health, nutrition and WASH programmes to ensure that Ebola preparedness and appropriate adaptations are put in place.

Quality Control: Ensure quality of Ebola medical care and that implementation is in accordance with WHO and national guidelines.  Define policies, guidelines and protocols relating to Ebola as required.

Qualifications, Experience & Technical Competencies:  

Medical Doctor, MSc in Public Health a plus with 3 years minimum experience post qualification

At least 3 years’ experience in managing programmes in international public health work, with at least 1 year in humanitarian emergency context. Experience in Ebola/VHF or infectious disease outbreaks strongly preferred. 

Good English and French (spoken and written).   

Experience in the design, monitoring of implementation and evaluation of public health programmes.

Strong knowledge of humanitarian principles, Sphere and CHS Standards.

Good report and proposal writing skills. Experience of external representation.
