Role Summary

The Deputy Country Director manages all aspects of the implementation and development of the programme to facilitate the execution of the country strategy. Provide leadership, strategic direction, management and evaluation of all aspects of the Medair programmes. Play a key role in external representation, legal compliance, grant management, programme coordination and team leadership.

Project Overview

The purpose of Medair’s multi-sector relief programme in Ukraine is to save lives and alleviate human suffering by working in emergency response locations, with vulnerable populations and providing essential life-saving health, WASH, shelter/infrastructure, NFI/CVA, protection and mental health and psychosocial services.

Workplace & Conditions

Position based Kyiv or Kharkiv with frequent travel to North and East Regions of Ukraine.

Responsibilities:

• Lead programme implementation and contribute to strategy development, deputizing for the Country Director when needed, and supporting proposal and report development.

• Oversee project implementation and partnerships with local actors, ensuring objectives, timelines, and budgets are met, while supporting cross-team communication and operational coordination.

• Supervise project budgets and expenditures, ensuring compliance with donor regulations and internal financial procedures in collaboration with field managers and GSO.

• Manage and develop designated staff, fostering a collaborative and effective team through regular meetings, supervision, and capacity building.

• Monitor security status, ensure staff adherence to protocols, and provide security briefings and ongoing training to maintain a safe operational environment.

Qualifications, Experience & Technical Competencies:

•     University degree in a relevant subject such as Management / Development / Humanitarian Studies / Business

•     Proven experience in a management position and in a complex humanitarian emergency

•     Experience in dealing with donors and government officials

•     Knowledge of Humanitarian Essentials, Sphere, CHS and other international humanitarian guidelines

• Strong working knowledge of English (spoken and written)
