Health Advisor (Rapid Response Mechanism) DR Congo
Role Summary
The Health Advisor for the Rapid Response Mechanism (RRM) the RRM coordination under the ECHO/SDC project. The job entails establishing the liaison with UNOCHA RRM coordination and monitoring the eh-tools alerts validated by UNOCHA. The job holder will organise the coordination between different DG-ECHO partners for prompt positioning to respond to validated alerts. Streamline RRM activities across different Medair projects and all bases. Represent Medair in some of the BHA consortium (Tumaini) meetings as delegated by the Senior leadership.
Project Overview
Emergency health, nutrition and WASH projects targeting displaced, conflict-affected and vulnerable populations in NE Congo. Developmental projects aimed at long term and sustainable behaviour change in general population and state health employees to improve public health outcomes. Contribution to long term strategic goals and development in the direction of a multi-sectoral RRM.
Workplace & Conditions
GOMA, DR Congo is the capital of Nord Kivu Province of DR Congo and as such it is a large and busy town with an estimated population of over two million people. It has sizeable international community & several options for spending your leisure time. The RRM coordinator supports Medair and ensures a comprehensive and fluid harmonisation among the partners of the emergency response & will join twelve other vibrant international staff in GOMA.
Responsibilities:
RRM internal and external coordination with other partners funded by DG-ECHO and UNOCHA and other donors. Co-develops the TORs, supervises/technically supports consultants from all NGOS involved in the DG-ECHO RRM.
Technical programme management: strategic and overall technical supervision and successful implementation of the RRM sector. Streamline RRM activities across different Medair projects and all bases.
Technical capacity building for the RRM project team: Medair and other partners.
Representation: develop and maintain relationships with consortium partners, health and nutrition clusters, other NGOs, donors, partners, and other stakeholders.
Contribution to long term strategic goals e.g. Incentives, stockouts, supply chain. Inputs into the development of the M&E Framework and tools that will enable the project to collect the desired outcome data.
Qualifications, Experience & Technical Competencies:
University degree in medicine, nursing studies and/or master’s in public health.
Good English and French (spoken and written).
Minimum of 10 years in public health humanitarian settings in different countries (INGO).
Minimum of 5 years of supervisory management experience.
Behavioral Skills
