February 2025. Full time, 24 months with possibility of extension.
Role Summary
Oversee logistical support for the country programme. Provide strategic direction, management and evaluation of all aspects of the logistics department, ensuring relevant information, reporting and accountability requirements are met. Oversee a Logistics Deputy Manager who is responsible for the department but receives coordination and guidance from the Logistics Manager. Capacity-building this department will be a core part of the role.
Project Overview
Medair Afghanistan is a complex and dynamic programme due to instability related to politics and security. Medair is currently implementing multi-sectorial projects in health, nutrition, WASH and food security in vulnerable communities in the Central Highlands and Southern Afghanistan. There are plans to strengthen emergency response, as well as growing and strengthening local capacity.
Workplace & Conditions
Field based position in Kabul, Afghanistan with frequent field visits. Basic working and living conditions requiring to be resilient.
Responsibilities:
Logistics Management
• Provide the technical oversight and ensure proper supply chain management practices and procedures are in place and maintained. Ensure country-wide warehousing is fit for purpose. Carry out regular spot-checks.
• Oversee procurement processes, ensuring compliance with policies and procedures, in a transparent, accountable, efficient and cost-effective manner. Proactively engage with suppliers. Monitor anti-fraud procedures.
• Provide planning support and advice to project teams; identify optimum supply routes; maintain continuous overview of supply needs by providing updated procurement and fulfilment plans in alignment with project plans.
• Ensure maintenance of accurate filing systems, with documented and supported records of logistics transactions for audit purposes. Review, develop and implement systems to improve transparency.
Quality Management
• In conjunction with relevant managers, review, develop and implement (as applicable) systems to improve transparency.
Manage staff
• Build capacity of Deputy Logs Manager. Ensure all logistics and relevant programme staff are adequately trained and create possibilities for capacity building, mentoring and coaching.
Qualifications, Experience & Technical Competencies:
• Professional qualification in logistics; management experience in similar role in emergency/ development context.
• Excellent working knowledge of the English language (speaking and writing).
• Advanced planning, coordination, assessment, analytical and problem-solving skills.
• Experience of budget management and the ability to prepare complete and accurate financial reports.
• Excellent coaching skills and ability to train and encourage others, including cross-culturally.
Behavioural Skills:
• Strong servant leadership skills with a consultative management style
• Creative, open- and service-minded, flexible, self-learner, with a good understanding of cross-cultural issues
• Capacity to work under pressure and manage personal stress levels
• Able to oversee multiple tasks, prioritising and delegating as required
• Excellent interpersonal skills, ability to work both independently and as a member of a international team.
