Role Summary

The Logistics Manager is a member of diverse team serving the world’s  most vulnerable responsible for ensuring an effective supply chain is in place at all times, and that standard logistics and related administrative systems are established and implemented within Medair country programmes. The role provides strategic direction, management and evaluation of logistics, ensuring relevant information, reporting and accountability requirements are met.

Project Overview

Emergency health, nutrition and WASH projects targeting displaced, conflict-affected and vulnerable populations in NE Congo. Developmental projects aimed at long term and sustainable behaviour change in general population and state health employees to improve public health outcomes.

GOMA, DR Congo  is the capital of Nord Kivu Province of DR Congo and as such it is a large and busy town with an estimated population of over two million people. It has sizeable international community & several options for spending your leisure time.

Responsibilities:

• Logistics Management – Supply Chain : Provide the technical oversight and ensure proper supply chain management practices and procedures are in place and maintained according to Medair standards

• Logistics Management – Resources : Ensure management of vehicle fleets, assets, equipment including IT in line with Medair standards; ensure good allocation, servicing and safe use of assets throughout the programme

• Staff Management: Manage & motivate staff with integrity in accordance with HR procedures and policies to ensure that they maintain the best standards of accountability, performance and professionalism

• Security Management & representation of Medair respecting its values: Attend security coordination meetings & ensure security procedures for Goma base are in place & the proactively engage with relevant stakeholders

• Quality Management: Promote, use the Medair intranet and other procedures, ensuring that all standardised formats are used and guidelines are followed & ensure transparency & adherence to donor logistics standards

Qualifications, Experience & Technical Competencies:

• BSc Degree or related professional qualification in logistics or training in Supply Chain Management, Business Management or a   related field

• Good French (spoken and written), good English (spoken and written). Working knowledge of Swahili would be a plus

• Minimum three years relevant logistics and management experience in emergency and/or development context post-qualification including in the NGO Sector & experience managing budgets

• Knowledge of Humanitarian Essentials, Sphere and HAP Standards and other international humanitarian guidelines and protocols

• Demonstrable knowledge of rules, regulations and donor policies governing the compliance/regulatory                management of procurement rules from US, EU, UN and other agencies

• Capacity to work under pressure and manage personal stress levels)  

• Good communication skills

• Able to oversee multiple tasks, prioritizing and delegating as required
