Role Summary:

The position ensures effective management of donor funded grants, including compliance, reporting, and donor communication. To lead Medair’s engagements with government authorities, external stakeholders, and strategic partners at national level with the focuses on strengthening institutional relationships, supporting government liaison and advocacy efforts, as well as positioning the possible geographic expansion, particularly in the western part DRC. Acting as a key interface between senior management and external actors, the position also supports grant compliance, donor engagement, and coordination level operational functions.

Project Overview:

Emergency health projects targeting displaced, war affected and vulnerable populations in Eastern Congo. WASH interventions in health centres and as part of a health emergency response. Opening humanitarian access to remote areas to facilitate referrals, programme operations and access to market.

Workplace & Conditions:

To be based in Kinshasa the capital city.  

Responsibilities:

Grant Management & Donor Compliance

· Support the management of donor funded grants throughout the project cycle.

· Track grant compliance, reporting deadlines, budget utilisation and contractual obligations.

· Coordinate the preparation of donor reports (narrative and financial inputs) in collaboration with programme and finance teams.

· Support proposal development, revisions, and donor communications as required.

· Ensure donor requirements and technical guidelines are understood and applied by project teams.

External Representation & Liaison

· Represent the organisation with external stakeholders, including donors, embassies, UN agencies, NGOs, clusters and coordination forums as well as networking platforms.

· Maintain constructive relationships with national and local authorities, supporting administrative and regulatory processes.

· Monitor changes in government policies, regulations, and administrative practices affecting INGO operations and advise senior management accordingly.

· Participate in coordination meetings and ensure relevant information is shared internally.

Partnerships & Networking

· Support the development and maintenance of strategic partnerships with local and international actors.

· Contribute to partner mapping, assessments and coordination.

· Facilitate information sharing and collaboration to improve access and programme delivery.

Security Management & Support

· Monitor the security context in Kinshasa and relevant operational areas, sharing regular updates and analysis.

· Coordinate security briefings and inductions for visitors and newly arrived staff in Kinshasa.

Base & Operational Support

· Support management of the Kinshasa base, including planning visits, meetings and logistics for internal and external stakeholders.

· Coordinate official documentation, registrations, visas and permits in collaboration with the Liaison Officer.

· Coordinate with support departments to ensure smooth administrative and operational processes.

· Provide line support or functional oversight to designated coordination staff as relevant to the role.

Strategic Positioning

• Act as a focal point for exploring and supporting the expansion of organisational activities when possible.

• Lead initial engagement with authorities, partners, and key stakeholders in prospective expansion areas.

• Support contextual analysis, stakeholder mapping, and feasibility discussions related to geographic expansion.

• Contribute to strategic positioning, visibility, and relationship building to facilitate future programme development.

Qualifications, Experience & Technical Competencies

• University degree in a relevant subject - Management / Development Studies / Business Administration or related

• Good written and verbal French & English language

• Three years overseas work experience, preferably with a relief and rehabilitation NGO

• Excellent interpersonal/team, negotiation, communication & networking skills including with donors.

• Able to work with project budgets. Proven and successful report and proposal writing skill
