ERT - Project Support Manager

Role Summary
The Project Support Manager (PSM) is responsible for providing valuable support to the Emergency Response Team, enabling them to focus on project delivery. In this role you manage a wide variety of activities together with your team, involving coordination across functions, managing transport, warehousing, and procurement for all locations the team is responding. In project locations you are also responsible for managing Human Resources (HR) and Finance.
Project Overview
The Emergency Response Team (ERT) works across South Sudan in response to acute emergencies: displacement due to conflict or disasters, returnee/refugee influxes, disease outbreaks, natural disasters, and emergency level malnutrition. The ERT has teams across three sectors - Health, Nutrition, and WASH - with teams often working and living together in response sites. Multiple emergency response sites may be active at any given time.
Workplace & Conditions
Position is based in Juba, South Sudan with occasional travel to project locations in country. Working and living conditions may be basic to very basic and require great resilience.
Responsibilities:
The main responsibilities are outlined below, but this role does requires flexibility and adaptability in taking in doing what is necessary to support the ERT team
• Logistics: Responsible for timely and quality procurement of supplies for project delivery, liaise with suppliers, project managers and teams at project sites. Ensure appropriate stock management and timely delivery.
• Finance: Responsible for all financial activities for the projects under ERT including payroll. Support project staff to understand and manage their budgets. Ensure appropriate compliance and financial controls.
• Human Resource management: Responsible for managing recruitment and onboarding of ERT staff, compliant with policy and legal requirements. Support line managers in performance management teams.
• Team Management: Responsible for a good team culture and performance of the team to support the projects. Provide supervision, coaching and training where needed.
• Quality Management: Responsible for compliance to, and up to date, operating procedures, protocols and guidelines. Proactively work to prevent fraud and improve transparency.
Qualifications, Experience & Technical Competencies:
• University degree in relevant subject such as Logistics / Finance/ Management / Business Administration or equivalent professional / technical qualification.
• Strong working knowledge of English (spoken and written).
• Relevant professional experience in an administrative position, including Logistics, and/or Base Management.
• Work experience in HR and Finance and supervisory experience desirable.
• Experience working in a cross-cultural setting, preferably in the NGO sector desirable.
